Request for Proposals: 1003(g) School Improvement Grant (SIG) Round 2

Under New York State Education Department’s approved Elementary and Secondary Education Act (ESEA) flexibility waiver, the state’s persistently lowest-achieving schools are identified as Priority Schools and may also be placed under registration review (SURR), pursuant to Commissioner’s regulation 100.18. As a result, Priority Schools, with the support of the larger district and school-community, have an opportunity to develop and implement a whole-school change model with the goal of achieving dramatic school-level achievement gains such that the school is in good academic standing within three years. The primary purpose of the SIG is to provide Local Education Agencies (LEAs) with an opportunity to support the implementation of a whole-school change model in its Priority Schools.

2011-12 Teacher Growth Scores Sent to Districts; Evaluations for Most Principals, Teachers Start Next School Year

The State Education Department has announced the distribution to school districts of the State-provided growth scores for Grades 4-8 English Language Arts and Math teachers and their principals based on the 2011-12 school year. The educator measures are calculated based on the growth of each student on State assessments between two years as compared to similar students on the basis of past test scores and certain demographic information. Each educator earns one of four growth ratings (Highly Effective, Effective, Developing, Ineffective) and a growth score from 0-20 points. A limited number of districts that have 2011-12 Annual Professional Performance Review (APPR) plans (under Section 3012-c of the Education Law) will use the scores as the 20 percent growth subcomponent for the educators covered under the plans.

Education Department Releases High School Graduation Rates

The State Education Department (SED) has released high school graduation rates for the 2007 cohort (students who entered 9th grade in 2007). These data show that New York’s overall graduation rate continues to rise slowly over time. SED also released outcome data for the same cohort based on aspirational performance measures, which are designed to measure how students are progressing toward college and career readiness. Outcomes on the aspirational performance measures are significantly lower than the cohort graduation rates. The data also show that in both the graduation rate and the aspirational performance measures, the achievement gap between white students and students of color remains.

Grade 3-8 Math and English Test Results Released: Cut Scores Set to New College-Ready Proficiency Standards

The Regents recognize the urgency captured in President Obama's State of the Union address: "In a global economy, a good education is no longer just a pathway to opportunity - it is a pre-requisite. Three-quarters of the fastest-growing occupations require more than a high school diploma. I ask every American to commit to at least one year or more of higher education or career training. We know the countries that out-teach us today will out-compete us tomorrow." The Regents share this goal with the President, "to ensure that every child has access to a complete and competitive education," and have acted to use college-readiness as the state's Proficiency standard.

Round 1 Results: Statement by Education Commissioner David Steiner on New York State's Race to the Top Application

While our application placed us among the finalists, the United States Education Department has announced that New York is not among the two first round winners in the Race to the Top competition. We will closely analyze the USED reviewers' response and will revisit our application with a view to submitting a successful second round plan that advances the Regents' education reform agenda. Critical to a positive outcome will be the legislative changes the Regents proposed prior to the submission of the Round 1 application - changes that will not only strengthen our application, but will bring important benefits to education in New York State. For the sake of our 3.1 million children, we cannot allow this critical opportunity to undertake vital reforms to slip away.

New York State Named Race to the Top Finalist: Statement by Education Commissioner David Steiner

I am pleased that New York State has been selected as a finalist in the first round of the federal Race to the Top competition. The Regents and I commend our many partners in school districts across the state for their support in developing New York's application. Together, we developed a strong and competitive proposal -- one that will advance the bold reforms needed to turn around failing schools, close the achievement gap and enable all of our children to succeed. These reforms aim to ensure that all of New York's public schools have truly effective teachers and principals, high quality curricula, well-designed assessments and are focused on the academic success of every child. We continue to recognize the importance of Legislative action to the Regents' broader agenda for education reform. We look forward to presenting our case in Washington for a comprehensive, integrated and innovative education reform agenda for New York State.

State Education Commissioner David Steiner today announced the removal of 14 schools from "school under registration review" (SURR) status and the addition of four schools onto the SURR list. Additionally, Commissioner Steiner announced that three schools in New York City and one school in Rochester that otherwise would have been placed on the SURR list will be phased-out and closed. SURR schools are those farthest from meeting State standards and face the possibility of closure if they do not make improvements required by the Commissioner.

A Message from the New York State Education Commissioner on Homeless Students and State Assessments

I am deeply concerned about the issues facing homeless children in our school system. I believe strongly that our system needs to support all of our children, and that homelessness should never be a barrier to educational achievement. With too many families throughout the State facing homelessness and so many struggling in this economy, it is critical that we get this right.

Statement from Education Commissioner David Steiner on New York's Race to the Top Plan

"In an effort to ensure that New York presents the strongest and most competitive Race to the Top application possible and in light of the productive ongoing discussions occurring between school districts, unions and policy makers in districts that have not yet signed, we will be extending the deadline for eligible districts and charter schools to sign on to the state's Memorandum of Understanding. I am in regular contact with school leaders, policy makers and union officials and am hopeful that we will be able to forge a consensus to move forward with the bold reforms necessary to close the achievement gap, turn around failing schools and ensure that all of our children succeed."
