Request for Qualification (RFQ) - Surveys of P-12 Students or Families for Use in Teacher Evaluations & Surveys of P-12 Students, Families, or Teachers for Use in Principal Evaluations  (433 KB) |
Description: |
The New York State Education Department (“NYSED” or “Department”), as part of its requirement
to implement the provisions of Education Law §3012-c, regarding annual professional
performance reviews of classroom teachers and building principals, is soliciting
qualification proposals for Surveys of P-12 Students, Families, or Teachers for Use in Teacher and Principal Evaluation. This solicitation will not result in a contract with the New York State Education Department. NYSED will use the objective criteria specified within to review such proposals and will add to the existing list of Approved P-12 Student or Family Survey Instruments for Use in Teacher Evaluation, and the existing list of Approved P-12 Student, Family, or Teacher Surveys for Use in Principal Evaluation (referred to together as the “Approved Lists”) that local educational agencies1 (LEAs) can select for use in their teacher or principal evaluation systems.
All approved surveys that meet the criteria specified in this Request for Qualifications (RFQ) will be included on these lists. The lists will be maintained by NYSED. No funding is directly associated with this application for approval. Additions to the Approved Lists will be posted in spring 2013, updated in summer 2013, and updated by the Department thereafter as needed. (See Section 3.1, Application Timeline, for specific review periods and determination dates in 2013.) At a minimum, the list will be updated annually, to provide new applicants an opportunity to demonstrate that their survey(s) meets the requirements. Providers of teacher and/or principal survey instrument services may also be removed from the lists during periodic updates, subject to the conditions specified within this RFQ. 1 For purposes of this Request for Qualifications, a local educational agency or LEA is a school district, BOCES or charter school. |
Eligibility: |
This RFQ is specific to those applicants who are seeking to be placed on NYSED’s list of Approved P-12 Student or Family Survey Instruments for Use in Teacher Evaluations, or on the Department's list of Approved P-12 Student, Family, or Teacher Survey Instruments for Use in Principal Evaluation. The State Education
Department has developed a separate variance process to evaluate surveys
submitted by LEAs who are seeking to utilize tool(s) other than those on the list
approved for local use, but who do not wish to be placed on the Department's list. Entities eligible to apply for approval may include, but are not limited to:
