Instructions for Completing Final Scope of Work

The Onondaga-Cortland-Madison BOCES has developed page-by-page instructions for completing the two Final Scope of Work documents participating LEAs are required to submit to NYSED by November 8th. While these instructions are designed for use by the component districts that are participating in the OCM BOCES’s Network Team, they may also be useful for other participating LEAs, with the following additional instructions:

  • When entering baseline data in Tables 1-4, please round to the nearest whole number. Decimal points will be truncated.

  • In Section D: The sample timelines assume that the required certification(s) have been submitted to NYSED by July 1, 2011. Your LEA’s timeline for these activities will need to correspond to the date you anticipate submitting your own LEA’s certification(s) to NYSED, which would be on or after July 1, 2011.

    The sample activities are all training examples. Your LEA may include other types of activities, provided that they will clearly support local implementation of the teacher and principal evaluation law and implementing Commissioner’s Regulations (once adopted by the Board of Regents).

  • LEAs may spend up to 15% of their four-year allocation during Year 1 (October 1, 2010-June 30, 2011), consistent with the plans LEAs put into place for supporting Network Teams (or Network Team Equivalents). In the OCM BOCES example, component districts joining the BOCES Network Team will not be expending RTTT funds during Year 1 since its Network Team will not be operational until the beginning of Year 2. Your local/regional plans may be different and the spending plans for Year 1 should be consistent with those local/regional plans.
